The jury, chaired by Didier Migaud, First president, and associating the magistrate-e-s
and top-tier university has established the track record of the following :
first prize : Arthur Jatteau to ” show by the figure ? The case of the experiments random in the economy ” (thesis of economic sciences born on 5 December 2016 at the ENS Cachan / Paris-Saclay) ;
special prize : Andreas Kallergis for “fiscal competence” (thesis of public law sustained the December 14, 2016 at the University of Paris 1 – Panthéon-Sorbonne).

About the thesis, having received the first prize
The bearer of an interdisciplinary thinking, Arthur Jatteau has chosen as object of study the method of experiment random, often considered the most rigorous and most effective way to evaluate retrospectively the impact of a public policy. While recognizing the value of this approach, Arthur Jatteau showed how it could be supplemented by conventional methods used in the social sciences (interviews, questionnaires, literature studies).
His thesis contains, at the same time, accurate analysis of a number of approaches to evaluation of public policy and lessons of a general nature about the actual scope of statistical methods of evaluation and the need to be complemented by approaches in the field. She brings innovative elements of methodological reflection, in particular on the combined use of quantitative and qualitative methods in evaluation work. The thesis of Arthur Jatteau are interested in and directly of the reflections carried out by the Court in the framework of its mission of evaluation of public policies.

About the thesis, having obtained the special prize
The thesis of Nikolaos Kallergis stresses that the tax law, which is, by construction, the national, today faces the deterritorialization of the tax bases. Under the effect of the globalization, international tax law emerges which tends to regulate the power of the States.

About Arthur Jatteau
Arthur Jatteau was born on 11 January 1985. He is a former student of the ENS Cachan. Professor of social and economic sciences, doctor of economic sciences, he has been recruited, from of the new school year 2017-2018, as a lecturer in economics and sociology at the University of Lille 1.

About Andreas Kallergis
Andreas Kallergis was born on 14 August 1983. He is a graduate of the universities of Athens and of Paris 1 – Pantheon-Sorbonne. Doctor of public law, he is qualified for the duties of a senior lecturer in public law.
