Start of pre-engineering studies with TechnipFMC
Clermont-Ferrand, July 3, 2017 METabolic EXplorer (METEX), society of biological chemistry that develops and industrializes biochemical processes for green chemistry and sustainable, announces the signature with TOTAL Regional Development (TDR) an agreement for the construction of a unit for the production of PDO/AB (1,3 propanediol and butyric acid). The site chosen is that of the platform chemical of the Carling Saint-Avold in Moselle (Région Grand-est). The construction of this plant is the first priority of METEX for the implementation of its new strategy presented last may.
A unit of production in own to capture the essential of the value associated with the technology
METEX has the ambition to become the leader of the butyric acid natural animal nutrition and the producer of reference for 1,3 propanediol (PDO), non-GMO used in cosmetics. To achieve this while retaining most of the value-added METEX decided to focus on a strategy of building their own.
The goal, ultimately, is the construction of a production unit with a capacity of 24 kt in two tranches :
a first tranche of 6 kt (5 kt of PDO and 1 kt of butyric acid) ;
and a second tranche of 18 kt (15 kt of PDO and 3 kt of butyric acid).
METEX has evaluated multiple sites that can accommodate this unit PDO/AB, including the site of Carling. This site is the subject of an Agreement of Voluntary Economic and Social Development, signed in 2014 between the State, Region and TOTAL Petrochemicals France aiming to give a new impetus to the platform in Carling Saint-Avold.
At the end of the first phase of the review of the project, METEX by TOTAL, METEX is committed to studying the construction of his unit PDO/AB on the site of Carling. TOTAL undertakes to make its best efforts to mobilize all stakeholders and for assisting METEX in obtaining public aid. The agreement signed between METEX and TOR defines the level of financial support for preliminary studies and also specifies the conditions under competitive provision of the land and of the main utilities and services required.
Finally, the industrial project, involving the creation of 43 jobs in the Moselle for the first tranche of the Communauté de Communes Agglo Saint-Avold Centre Mosellan was pronounced on June 29, 2017 in favour of the granting of a subsidy to METEX in the amount of 200 k.
The elements are now gathered for the launch of the study phase of the implantation of this unit of production, a phase that will be mostly funded by the partners of METEX.
Antoine Darbois, General Secretary of METEX, says : “With this agreement, we have already determined the conditions under which the production plant could operate. This is a first and important phase in the implementation of our project of a production unit of their own which has just been completed, and at the same time a new phase that opens with the launch of a pre-engineering study “.
METEX entrust to the company TechnipFMC the achievement of the pre-engineering study
The company TechnipFMC has been selected for the pre-engineering study, which will validate the conditions of technical-economic construction on the site of Carling. On the basis of the conclusions of this pre-study and once defined, between METEX and its financial partners, the financing terms of investments for the first tranche (estimated at 25 M), the final investment decision should take place by the end of 2017/beginning of 2018. In the event positive, the laying of the first stone would take place at the end of the first half of 2018 (+/- 3 months), in line with the announced timetable.
