“The franco-German cooperation must find a space of healing “

Forum. The hope expressed by the president of the Republic to renew the treaty of the Elysée is the opportunity to reflect on how to deepen franco-German cooperation, in resonance with the aspirations of citizens and with the future of the european project. The convergence of civil societies, which has been prepared, historically, the political rapprochement, and that the Elysée treaty was intended to strengthen, needs a new breath.

If some institutions, such as the franco-German Office for youth (OFAJ), are carrying out their mission, the cooperation is limited, in many areas, the background noise of the exchange of courtesy, without giving rise to structuring projects. Inspired by the model of Airbus-EADS, too many projects of economic cooperation remained, for the past twenty-five years, locked up in the circles of peerage. And many have failed…

Logic decentralised

As the time passed, these approaches leave out parts of larger and innovative approaches to our economies and our societies, also those where collaborative approaches may be the most fertile and which are in resonance with the civil societies and territories.

Contrary to this approach, we have designed, since 2016, with the managers of electricity grids, a project that builds on the logic of decentralised energy systems to mount a cross-border network of intelligent, in conjunction with the new mobilities. It brings together around of this ambition, a wide range of stakeholders : start-ups and large groups, research centres and local authorities. The support of the two States is combined with a logic of decentralised, driven in particular by the Land of Saarland and the region Grand-est. Dubbed the Smart Border Initiative (SBI), it enters its implementation phase.
